Institutional Research is a critical administrative unit in the organizational structure of higher education institutions. It informs policy with evidence and guides decision -making by producing trustworthy， unbiased， relevant， and thorough analyses. This paper examines an operational process of institutional research by a case study of student participation in research activities conducted in the Office of Institutional Research and Academic Planning at the University of California Office of the President.
