政策助推高等教育改革 ———纪念《中共中央关于教育体制改革的决定》颁布 30 周年论坛观点述评

Policies Boost the Reform of Higher Education: A Review of the Thirtieth Anniversary Forum on the Decision of the CPC Central Committee on Educational System Reform

《中共中央关于教育体制改革的决定》颁布30 年来，在一系列政策推动下，我国高等教育取得了 不少成绩，但也存在许多悬而未决的问题，未来的改革之路依旧艰辛。在新的形势下，政策助推高等教育改 革的当务之急是明确权力归属与利益格局，发挥专家智慧，提高决策水平，促进不同利益相关者的多元互 动。纪念《决定》颁布30 周年论坛，通过总结过去教育改革的成绩和经验，反思问题与困难，为破解当前及 未来高等教育改革与发展的难题提供了可能的方法与路径。

Since the promulgation of the Decision of the CPC Central Committee on Educational System Reform， China has made great achievements over the past three decades in its higher education reform. However， there are still many unresolved issues， and there is still a long way to go in the reform. Under the new situation， the key to higher education reform is to clarify the attribution of power and pattern of interests， to tap the wisdom of experts so as to improve the level of decision-making， and to promote interactions among diverse stakeholders. The 30th Anniversary Forum on the Decision of the CPC Central Committee on Educational System Reform provides a series of prescriptions for the resolution of difficult issues on the reform and development of higher education.
