针对高等教育质量和大众化程度不高、发展失衡等问题’印度高等教育“十二五”规 划具体勾画了“卓越”、“:T张”、“公平”的“三极”战略。“三极”战略深刻体现了高等教育卓越、扩 张与公平之间的辩证统一关系。在高等教育强国建设进程中，政府应坚持三者协调发展，整体 推进高等教育“卓越”，大力提升协同创新能力。

Responding to the issues of low quality and massification， developmental imbalance， Higher Education Twelfth Five Year Plan in India outlines in details the tri—polar strategies. The tri-polar strategy reveals profoundly the dialectical unity relationship of excellence， expansion and equality in higher education. In the process of constructing higher education power，the Government should adhere to the coordinated development of excellence ，expansion and equality，promoting systematically higher education excellence and vigorously enhancing the capacity of collaborative innovation.
