英国研究生教育内部质量保障体系的运行特征——以剑桥大学为例

Operational Characteristics of Internal Quality Assurance System for the UK Postgraduate Education: A Case Study of Cambridge University

英国高等教育机构基于自身历史传统和声誉的考虑逐渐建立了内部质量保障的雏 型，同时研究生教育规模的扩张以及政府以成本和质量杠杆引导高校不断完善研究生教育内 部管理体系，形成了当前自上而下、多方参与、权责分明的内部质量保障体系。本文从宏观层面 以及剑桥大学的具体案例对这一体系的生成和运行情况进行了分析，以期为我国研究生教育 质量体系的建立提供可资借鉴的经验。

Based on the historical traditions， the UK higher Education institutions developed the original internal quality assurance system to maintain their own reputation. Later the external forces like the expansion of postgraduate education and governments' macro regulation through cost and quality called for the improvement in the internal postgraduate education management system， which have features of top-down governance， multi-party participation and balance of accountability. This paper tries to analyze the development of this system from the macro level and its implementation based on the practice of Cambridge University， aiming to provide constructive suggestions and advice for building the postgraduate education quality assurance system in China.
