Since 1990s， the rising prominence of for -profit higher education has become one of the most significant changes in the development of American higher education. Nonetheless， the regulatory policies of the federal government on for-profit universities haven't been consistent due to regime change， thereby creating an uncertain and complex regulatory environment for for -profit universities. The paper reviews the historical development of regulatory policies on for-profit universities and analyzes their characteristics.
