European Qualifications Framework：Practice and Theory

1918 年阿根廷科尔多瓦大学改革运动是阿根廷乃至拉美的大学现代化和民主化 发展历程一个里程碑式的事件，这次运动产生了《科尔多瓦大学宣言》，提出了大学自治、共同 治理、科学现代化和爱的教育等目标和设想。它促进了拉美大学自治的原则，激发了学生参与 大学治理的积极性，推动了大学自治实践，对整个拉丁美洲的高等教育影响深远。

Taking qualifications and quality assurance as the key to the qualification framework has become the core of European lifelong learning standard. It contributes to recognize non- formal and informal learning. However， EQF is derived from business rather than policy or academic community，without being fully discussed. British famous scholars such as Young suggests that qualification framework makes economics imperialism replace educational categories，Generic Skill Criteria replace curriculum，ignore education as an Institution. Examining the reasons behind， are pressure of de- differentiation and excessive attempts to open the rigid elite education system. Therefore EQF needs re- examining in the perspective of sociology of education.
