Three Higher Education Reforms in Latin America since the 20th Century

20 世纪以来，拉美高等教育发展经历了三次重大变革。本文详细探讨拉美高教三 次改革发生的国内外大环境，梳理改革为拉美高等教育领域带来的深刻变化，并分析改革的得 失成败。文章认为：进入21 世纪以后，在全球化和教育国际化的大背景下，拉美高等教育在世 界范围内不占优势，在教育国际化的进程中面临潜在的风险，因此拉美高等教育不仅要解决历 史遗留问题，还要考虑如何成功规避风险。

Since the 20th century，the development of higher education in Latin America has experienced three major reforms. This paper discusses the domestic and international context of these reforms，demonstrates their profound impacts in the field of higher education，and analyzes the success and failure of reforms. It concludes that Latin America is not playing a dominant role in the context of globalization and is nowfacing potential risks in the process of internationalization of higher education. Therefore，while resolving these historical issues within Latin America，it is also necessary to consider howto avoid future risks.
