The Republic of China period is the “golden age” of development for Chinese higher edu- cation，during which university charters played a great role in the rapid development of universities. At present，with Chinese universities developing their charters，a review of outstanding university charters from that period has practical implications. The characteristics of university charters from the Republic of China period can be summarized as follows： emergence of the “school system” management mode， embodiment of the educational philosophy of administration by professors，and highlighting of the educational goals. To learn from those university charters，a university charter should clearly define the responsibilities ，duties，and rights of each party concerned，highlight the concept of academic governance by professors，and formulate the educational goals according to the characteristics of the university.
