White-collar employees living on the salary constituted the new middle class in America． This group was characterized with bureaucracy in management，number sense or technical rationality in culture，vanguard in consumption，and rearguard in politics． The new middle class influenced social concepts and social psychology in America in the 20th century，became the main source of public educational policies，and shaped the institution of education，the content of knowledge，the process of teaching，the affirmation of teacher certification， and the trend of macro-educational reforms．
