How to Educate Future Citizen —— Conclusion and Characteristics of the International Civic and Citizenship Education Study of IEA

进入新世纪以来，面对变动社会的全球背景，不同国家间及国家内部学生的公民素养有何差异？与十年前相比，学生的公民素养有何变化？学生参与公共和政治生活的兴趣和倾向程度如何，哪些因素与此有关？青少年对近年来威胁公民社会的冲击有何反应，应如何回应这些威胁？学校和教育系统中的哪些因素与学生公民素养的知识和态度相关？学生个人和社会的哪些背景因素与学生公民素养的知识和态度相关？国际教育成就评价协会通过对三十八个国家和地区的大规模国际调查，回应了前述问题。

In the new century， facing the changeable global situations， what the differences in civic literacy among states and students in one country? Are there any changes in it in comparison to that of ten years ago? Are students interested in participating in public and political activities? Which factors affect their interests? Facing shocks threatening the civic society， what do students think about? What factors are related to their civic literacy and attitude in school and education system and what background factors are associated with their knowledge and attitude of their own and the society? The International Association for the Evaluation of Educational Achievement gives its response to all above questions on the basis of large-scale surveys among 38 countries and areas， and demonstrates how they cultivate their teenagers to be citizens.
