Research on the Establishment and Development of the Open University System with Chinese Characteristic

教育部批准中央广播电视大学和北京、上海、江苏、云南、广东五所省市电大更名为开放大学迄 今已两年。如何推进开放大学的建设与电大升级转型，实现国家提出的办好开放大学的战略要求，一直备受社 会关注。2013 年12 月，受教育部综合改革司委托，上海开放大学开放教育国际研究院设立专项课题“中国特色 开放大学体系的建立和发展研究冶进行专题研究。课题组聘请中国教育发展战略协会会长郝克明先生为顾问， 原联合国教科文组织高等及远程教育专家王一兵教授为总召集人，联合国家教育发展研究中心、国家开放大学、 北京、上海、江苏、云南、广东五省市开放大学、天津、重庆、广州广播电视大学、华南师范大学等多方力量组成研 究团队。经过近一年的共同努力，征求多方意见包括教育部相关司局意见，形成本报告，并于今年9 月中旬正式 送交教育部领导。报告针对定位、电大转型、质量、平台、体制体系五大瓶颈难题直陈洞见，材料翔实，观点鲜明， 现实针对性强，很值得开放大学的决策者、实践者和研究者一读。报告送交教育部不久，袁贵仁部长就做了批 示，要求相关部领导和司局参照本报告进一步修改即将出台的相关文件，提出开大电大发展的长远的、全面的意 见。囿于篇幅，本刊撷取了总报告的精髓，以飨读者。我们期待，更多的人加入开放大学发展的战略思考之中， 为开放大学的改革发展建言，为开放大学的未来绘制美丽蓝图。

It has been more than two years since the Ministry of Education (MOE) approved that six radio and television universities be renamed Open University. To promote the construction of the Open University and its success has always been the purpose of the whole society. In December ，2013 ， authorized by the MOE’ s office of Comprehensive Reform ，Open Education International Institute of Shanghai Open University carried out a research on “ The establishment and development of the Open University system with Chinese Characteristics. ” The research team consisted of Hao Keming from Development Strategy of China Education Association as adviser， Wang Yibin as convener， who is an expert in the field of higher and distant education in UNESO， and experts from National Education Development Research Center， National Open University， Open Universities in Beijing， Shanghai， Jiangsu， Yunnan， Guangdong， Radio and Television Universities in Tianjin， Chongqing， Guangzhou， and South China Normal University. Through one year - s efforts ， and advice from various related departments including MOE， the team finished the research report and submitted it to MOE. The report elaborates on five big bottleneck problems ： positioning， transformation of radio and television universities， quality， platform， and system based on comprehensive data sets， and it is worth reading by policy makers， practitioners and researchers in Open University. Soon after the report submitted to MOE， Yuan Guiren， the minister of MOE， requested that leaders in relevant organizations use this report as a reference and modify the upcoming policies and propose long-term and comprehensive plan based on this report. Due to space limitations in this article， we only introduce the essence of the general report for readers.
