In the course of the national development plan from 2015-2020， primary and secondary schools will find the value of their own development through assisting strategic planning. The process of school strategic planning should follow a logical sequence. A logical sequence of school strategic planning is a process of the ideal and concept decomposed， a process from concept to the school mission ，a process from the school mission to the rational mode selection， a process from the rational mode to the target system; a process from the target system to the action strategies. Following the logical order of strategic planning of primary and secondary schools can make planning more scientific and effective.
