People Oriented: the Value Orientation of Performance Evaluation of Rural Basic Education Informatization

价值取向是对评估对象活动过程和结果的基本价值判断、价值确认和利益选择，进行农村基础教育信息化绩效评估活动的首要任务就是价值取向的选择问题。该文首先界定了农村基础教育信息化绩效评估的价值取向这一概念，然后论证了价值取向对于评估活动的影响和意义，之后根据教育信息化的基本目的、绩效理论和实践以及考虑到农村学校在农村社区中的特殊地位和作用，确立了农村基础教育信息化绩效评估的价值取向——以人为本，最后对此价值取向做了详细论述。

Value orientation is the basic value judgment， value recognition and interest choice of the evaluation process and result.The issue of value orientation is critical to evaluation of rural education informatization.This paper first defines the value orientation of evaluation of rural basic education informatization and discusses its significance for evaluating activities. Then drawing on the basic objective of education informatization， the theory and practice of performance and the special status and function of the rural schools in rural communities， the paper establishes the value orientation of performance evaluation of rural basic education informatization——people-oriented. The thorough analysis of this value orientation is also conducted in the paper.
