美國田納西州高等教育績效評估體系的歷史演變及啟示

Historical Evolution of Evaluation Standards of Higher Education Performance Funding in the State of Tennessee

績效撥款制度是促進歐美公立高等教育質量提升的重要政策，美國田納西州高等教育績效評估制度創立于1979年，目前已進入第8個評估周期。本文對其8個周期的績效評估體系進行研究，分析其歷史演變和體系特點，認為該評估體系是人才培養的達標性和發展性評估，其核心構架由教育質量評價指標、教育質量提升措施和滿意度三個部分組成，具有簡明扼要、量化可行、指標動態發展等特點，該體系對我國高等教育績效評估工作的發展具有一定借鑒作用。

In Europe and the United States，performance funding policies have become an important instrument for improving the quality of public higher education.The state of Tennessee implemented the Tennessee Performance Funding Policy in 1979，and it has remained in effect for eight periods until now.This paper researches its historical evolution and examines the characteristics of the performance evaluation standards.The evaluation standards are accreditable and improvable，with a core system composed of evaluation indictors of education quality，education quality improvement，and satisfaction. The evaluation standards are concise，numerical，feasible，and dynamically developing，which have im-plications for performance evaluation of high education in China.
