中文摘要 | 因應經濟全球化的全球競爭力考量,加上我國高教機構大量擴張與少子化之衝擊,我國大專院校近年來致力於高等教育的國際化,而其中最主要的一環即是國際學生的招收,這也促使政府與大學必須開始思考從事跨國高等教育的可能。面對少子化的危機,積極爭取境外學生成為臺灣高等教育機構目前發展的重點之一。而本文所要探討的跨國合作辦學,目的之一也在於開展境外生的生源,解決大學招生不足的困境。有鑑於此,本研究採取文件分析法,根據我國的官方相關法規與報告,以及經濟合作與發展組織(OECD)與世界貿易組織(WTO)的相關文件進行分析,以探討臺灣跨國合作辦學之相關政策與法規、現狀與合作模式。根據所蒐集之文件,歸結出:一、合作規模與數量仍然有限;二、技職院校和一般大學形成激烈競爭關係;三、合作之內涵有待深化;並提出四點建議,一、鎖定重點領域發展;二、由滿足臺商須求到真正探究配合越南社經發展之高教須求;三、建立品質確保機制;四、重視臺灣教育中心的功能,以提供我國有關單位與高教機構之參考。 |
英文摘要 | Due to global competition, mass education and low birthrate, higher education internationalization (of which international student recruitment is an essential part) becomes a crucial issue for Taiwan. This paper is a review of the current implementation of joint education of Taiwan and Vietnam by examining related laws and regulations, programs and their types, and cooperation forms. As results, one finds (1) a certain limit of joint programs, (2) a strong competition to technology and vocational institutions from universities, and (3) a lack of cooperation in depth. To remedy these weaknesses, following points are suggested: first, the key programs should be based on the strength Taiwan-HEIs; second, cooperation should take into account the social and economic development of Vietnamt; third, the quality assurance mechanism of offshore education should be established; finally, the role of Taiwan Education Centers in supporting these offshore programs should be further maximized. |
