紐西蘭中等學校推動國際教育之現況分析

An Analysis of the Current International Education of Secondary Schools In New Zealand

紐西蘭國際教育相關政策之乃針對中小學與高等教育階段而制訂，本文以其政策與實施現況為探究焦點，並較多著墨於中等教育階段。本文以文獻分析與文件分析法，分別探討全球化脈絡下國際教育發展的重要性、紐西蘭國際教育之發展脈絡，以及國際教育相關政策與落實狀況。在政策面以出口教育與國際教育政策為主，落實面以國際教育政策的四大目標為核心，其一在培養學生國際相關能力與素養，其二在提升國際學生的教育與生活經驗，其三在提升教育機構之國際教育推展能力，其四在提升紐西蘭經濟與社會的利益，希冀對我國剛起步的中小學國際教育發展有所啟發，尤其是融入課程面向。

This article is to explore the development of international education at secondary education level in New Zealand. It focuses on two policies: export education and international education agenda under the impact of globalization. Based on literature review and document analysis， it also reviews the implementation of these two policies. The review includes four dimensions， i.e. the enhancement of the international literacy of New Zealand students， the advance of international students’ quality life and educational experiences in New Zealand， the promotion of educational institutions’ capacity to administer education service， and the increase of social and economic benefit of New Zealand. The success of New Zealand’s international education would be taken for consideration for Taiwan.
