中文摘要 | 本文主要使用文獻分析法,探究臺灣小學教育階段家長校務參與的現況與評析。首先指出國內外允許家長校務參與,有學者稱之家長體制的時代來臨,乃有其時代背景與思潮影響,主要歸究於教育市場化的影響。其次,為了將家長納入參與小學決定機制,國內在相關法令規章已進行修訂,賦予家長校務參與的法源依據。然而,實務上的運作真能反映出家長校務參與的影響力嗎?教育人員真能釋出權力空間,並適度地調整與家長在決定機制上平起平坐的心態嗎?教育人員與家長之間真能彼此互信,真誠地在決定機制平台上對話與協商嗎?從國內外實徵研究顯示,其結果似乎悲觀看待。因此,最後本文提出家長校務參與的省思與展望,最終企盼教育人員與家長能互結夥伴,共同為孩子的學習建立良性合作關係。 |
英文摘要 | By means of literature analysis, this article critically studies the present state of the parent participation in the decision-making of elementary schools in Taiwan. One observes: first, parent participation in school decision-making (parentocracy) is a consequence of the marketization of education; and second, related laws and regulations have been revised allowing the participation of parents in decision-making. However, some questions are raised here: Can parents actually exert their power and influence in the decision-making mechanisms? Can educational practitioners adjust their attitudes towards parent participation in decisionmaking? Can educational practitioners and parents build a mutual trust in dialogues and negotiations during decision-making mechanisms? Most of empirical research findings gave a rather negative answer. For this reason, this article proposes a review of the policy of parent participation in decision-making with an aim of building a good and collaborative relationships between educational practitioners and parents. |
