學校評鑑人員認證途徑之研究

Approaches to the Certification of Evaluators for School Evaluation

本研究旨在探究當前各級學校校務評鑑人員認證的可行途徑。採專家訪談法，以半結構式訪談大綱共計訪談19位教育評鑑關係人，並以分析軟體Atlas.ti 5.2版進行訪談資料分析。其次以問卷調查寄發各級學校教師2525位並回收共1860位對認證途徑各項議題的看法，問卷有效回收率73.3%。研究結果包括八成七的教師贊成需有評鑑人員認證制度，然而對於評鑑人員認證仍有部份不一致的意見值得留意。同時教育評鑑關係人對評鑑人員認證可行途徑的重要意見包括：通過認證的等級、認證制度的設計、參加認證者的資格條件、認證應優先處理的事項、證照的更換、負責認證的業務單位、以及撤銷證照的條件，中等以下與專科以上學校教師的意見間多數並無差異。最後根據研究結果提出四項具體建議以供參考。

The purpose of this study was to explore various approaches to the certification of evaluators of educational institutes. Semi-structured interviews were conducted with nineteen individuals involved in educational evaluation. The content of the interviews was coded by Atlas.ti version 5.2. In accordance with the issues identified in the preliminary stages of the study， questionnaires were distributed among 2525 educators to gather opinions regarding the certification of evaluators of educational institutes. A total of 1860 questionnaires were collected， for an effective return rate of 73.3%.
The findings showed that eighty seven percent of educators agreed with the certification of evaluators. The important issues suggested by educators regarding the certification of evaluators included a system for ranking certificates， denomination of the certification process， conditions for the authentication of qualifications， the priority of items， conditions F9for the replacement of certificates， the establishment of an administration unit， and conditions for the cancellation of certificates. Opinions did not vary among teachers in primary or secondary schools， or among faculty members in colleges or university. Finally， four suggestions were proposed.
