大学与其所在的城市或服务的区域相互依存、相互促进。在全面落实科学发展观，建设小康社会和构建和谐社会的历史进程中，高等学校的管理者要把握时代发展脉搏，高度重视地方发展；要深刻理解大学与地方的关系，立足地方发展；要全面认识大学的功能，主动服务地方发展；要充分调动大学资源，多方位服务地方发展。

The university is closely interdependent and mutually promotive wth the city orregion it locates or serves. During the historic process of implementing the scientific viewon development， establishing a well-off and harmonious society， the administrators ofhigher education institutions must hold the pulse of the modern development， thinkhighly of the local development. They must profoundly understand the relationshipbetween the university and the local authority， on the basis of the local development，comprehensively recognize the functions of the university to serve the local developmenton their own initiative， and fully mobilize the university resources to serve the localdevelopment multi-dimensionally.
