中文摘要 | 本研究旨在探討私立高級中等學校教師薪給問題,主要目的有三:(一)分析、比較教師薪給有關理論,俾建立理論基礎模式;(二)發現、分析本省私校教師薪給現況,探尋問題之癥結,並比較公私立學校之不同;以及(三)提出改進私校教師薪給問題之可行途徑。本研究首先分析教師薪給的有關文獻,並探討本省公立學校教師薪給制度之有關規定,再利用問卷調查本省私立高級中等學校教師待遇情形。結果發現公私立學校教師薪給情形不同,私校教師工作負擔重、薪俸差,調整待遇也與公立學校不一致。據此,本研究建議:逐步縮小公私立學校教師薪俸差距、訂定合理的高中學(雜)費政策、切實監督私校會計制度、建立私校評鑑制度並擴大政府對私校的補助、整體規劃學校發展、建立公私立學校一視同仁的觀念、研究設計教師生涯發展計劃等。 |
英文摘要 | This study has three purposes: (1) to review related literature on teacher salary in order to establish a theoretical model; (2) to explore the legal aspect as well as the real situation of the salary structure of Taiwan’s private high school teachers; and (3) to make suggestions that need to be taken into account in making private high school teacher salary policies by policy makers.Literature review was conducted first in finding out the legal aspect of senior high school teachers’ salary structure. To explore the real situation of teacher pay, a survey project was conducted to collect the empirical data needed. 755 random sampled private high school teachers were asked to report their recruiting process and salaries. To make comparison, 121 private high school principals were also asked to report the recruiting process and the salary structure in their schools. In addition, teachers were invited to attend off-campus meetings to discuss future improvement of the recruiting process and the salary structure.Major findings of this study include:(1) In addition to lacking of fringe benefits, most private high school teachers are paid lower than public high school teachers.(2) For those private high school teachers reported to be paid as much as public high school teachers, the main reason is that they usually work overtime.Finally this study’s major suggestions are as follows: (1) to reconstruct the salary structure for both public and private high school teachers for motivating them for better performance; (2) to minimize the difference in salary structure between public and private high school teachers; (3) to reinforce the protection of teacher’s working right, especially for private school teachers; (4) to establish reasonable tuition policy in high school level; (5) to monitor closely the accounting system of private schools; and (6) to establish an accreditation system and use the results as the criteria in subsidizing private schools. |
