Study on the Building and Development Mechanism of Supporting Alliances for China’sOpen Universities

办好开放大学，需要构建新型的办学支持联盟以推动办学模式及体系运营模式创新、铸就可持续发展的基础。该文提出了开放大学办学支持联盟的实质就在于人才培养机制的创新和产学研结合的创新，研究了包括政府引导与文化协同机制、开放发展与多元合作机制、资源整合与优化配置机制、市场运行和契约管理机制等在内的开放大学办学支持联盟构建和发展机制组合，以期为我国开放大学构建坚实的办学支持联盟提供可资借鉴的操作指导。

To construct well open universities needs we build new alliance to promote the innovation of operation pattern and systemconstruct model and create the foundation for sustainable development. The paper proposes that the substance of supporting alliancesfor open universities is the innovation of talent training mechanism and university-industry cooperation， and analyzes the buildingand development mechanism combination of supporting alliances for open universities included government guidance and culturalsynergy， open development and multifaceted cooperation， resource integration and optimization， market operation and contractmanagement， in order to provide theory reference and decisions pursuant for constructing the solid supporting alliances for openuniversities.
