The Trap under the Regional Sovereignty ： the Reality and the Problems of Japanese Educational Reform

无论政权如何更迭，日本近年来的教育改革都是在不断深化的教育自治与分权中持续进行的。在这样的改革风潮中，以东京都和大阪府为代表的各自治体在地方首长的主导下，推出了不少引发争议的改革措施。这些都深刻地体现出日本自20世纪90年代之后，一直践行新自由主义路线的教育改革现实。不过，无论是“地域主权改革”，还是地方分权改革，都在教育领域形成了新的地方式集权，民众并没有真正拥有教育的选择权，而新保守主义的道德教化更是令人担忧。

In the continuous deepening of educational autonomy and decentralization，Tokyo and Osaka，led by local chiefs， have taken a number of reformative measures. Whether the regional sovereignty reform or the educational reform of autonomous entity，they both reflect the reform fact that Japan chooses the neo-liberalism after the country's overall transformation in the 1990s. Nevertheless， the ＂regional sovereignty＂ leads to a new way of regional centralization and people do not really have the right to choose of education. The moralization of the new conservatism is even more worrisome. These show that the Japanese government faces many problems in the education reform.
