中文摘要 | 1990年,联合国成员国在泰国宗滴恩(Jomtien)召开的“世界全民教育大会”(Education for All at World Conferences)上作出了要履行全民教育责任的承诺,并且在2000年达喀尔会议上再次作出这一承诺。这两次大会促成了六大“全民教育目标”(Education for All Goals)的提出,这六大目标成为多边和双边援助机构作出教育发展投入的依据,并要求成员国到2015年达到这六大目标。迄今,这六大目标的许多方面已经达成,“全民教育”也已成为一个过程。目前,各国政府和联合国系统都在致力于评估全民教育目标的实现程度,以及2015年后如何使全民教育目标得以继续发展。本文将探讨全民教育的理念、对全民教育目标关键方面的完成情况作出评估,并阐述“全民教育目标”和框架可能出现的发展变化。 |
英文摘要 | UN member States committed themselves to Education for All at World Conferences in Jomtien in 1990 and again in 2000 in Dakar. These developed six Education for All Goals which have been used to shape investment in education and development assistance from multi-lateral and bi-lateral aid agencies. The targets were set to be achieved by 2015. Much has been achieved and EFA has turned into a journey as well as a destination. Currently governments and the UN system are engaged in evaluating progress towards the EFA goals and how the goals should be developed for the period after 2015. This lecture will explore the conceptualisation of EFA,comment on key aspects of progress,identify strengths and weaknesses of the approach adopted,and present likely scenarios for the evolution of the goals and the framework of EFA. |
