培养关键能力，促进非洲的可持续发展——非洲教育发展联盟2012年三边会议评述

Cultivating critical skills to promote sustainable development in Africa-----Review on the ADEA 2012 Triennale

非洲教育发展联盟(ADEA)在2012年的教育与培训会议上，出台了 一个新教育援助计划。这一计划的核心内容是构建以关键能力培养为核心的教育与培训体系，培养有知识的非洲公民、高技能的应用人才、高素质的科技创新人才，促进非洲经介和社会的快速可持续发展。这一教育改革发展计划是在国际与西方国家援助组织的推动下出台的，体现了国际教育援助助推非洲能力建设的宗旨，在一定程度上体现了对非教育援助政策的转型。

The ADEA 2012 Triennale on Education and Training in Africa proposed an African education reform plan on science and technology which aims at constructing an education and training system to cultivate critical skills The plan strives to promote rapid and sustainable development through cultivating knowledgeable African citizens，skilled talents and innovative talents The plan was issued under the impetus of international md groups，reflecting the purpose of international education assistance-to boost Africa’s capacity building，also showing the transformation of educational aid policy in Africa
