我国地方终身教育立法比较及对国家立法的启示

Comparison of the Legislation of Local Lifelong Education and Its Implication for National Legislation in China

当前，终身教育立法已成为我国教育事业发展的热点，福建、上海、太原三地先后颁布终身教育促进条例。因此，分析地方终身教育立法的经验和问题，对国家层面终身教育立法具有积极的借鉴价值。本文从终身教育的定义、任务、立法目的、机构、管理体制、队伍、经费、学分银行、社会资源整合、数字化学习平台建设等十个方面比较分析了三部法律的特点与问题，并提出了国家立法可以借鉴的几点启示。

The legislation of lifelong education has become a hot spot in the development of education enterprise in ourcountry． In the mainland，Fujian，Shanghai，Taiyuan successively issued legislation to further lifelong education．Analyzing the experience and problems of local lifelong education legislation is of positive reference value to the nation．This article analyzes the feature and problems of three local laws in the perspective of definition，task，purpose of legislation，organization，management system，team，fund，bank credits，integration of social resources and constructionof digital learning platform，and puts forward several enlightenment which worth referencing to national legislation．
