Monitoring Evaluation: A New Prospect for Higher Education Evaluation

监测评估旨在以预定目标为依据，通过对过程要素状态信息的持续收集、动态跟踪和客观描述，对教育活动是否在按照预定计划执行、向预定目标靠近等运行轨迹做出监控、预警和修正，从而确保教育目标的有效实现。监测评估反映了教育评估理论革新发展的时代需求，是我国高等教育评估改进发展的方向。研究分析了教育监测评估的概念与特征；论证了监测评估应用于高等教育质量管理的必要性和适切性；提出了监测评估实施的原则、模型、步骤、方法等。

Based on predetermined goals， monitoring evaluation is an activity aimed at monitoring， forewarning and amending teaching activities through consistent collection， dynamic tracking and objective analysis of the status information on educational process factors. Keeping up with the latest trends in the theoretical innovation of evaluation， monitoring evaluation may become a new direction for the development of higher education evaluation in China. Based on an introduction of the concept and features of monitoring evaluation， the paper analyses the necessity and suitability of the application of monitoring evaluation in higher education quality management， and presents the principles， model， procedure and methods of its implementation.
