建构共青团组织创新的体制内政治支持———新时期高校党建带团建研究

Construct the Institutional Political Support for the Organizational Innovation of the Communist YouthLeague: On League Construction Mobilized by Party Construction in Colleges of New Period

党建带团建是市场经济体制建立之后，党团关系建构在社会基层层面的一个制度性安排。基于在不同领域和不同时期的作用，党建带团建可以划分为救济型、保障型和创新型等三种类型。政治作用、组织性质和成员特点导致高校的党建带团建从整体上看处于保障型阶段。随着高校内部改革的深入，学生群体生存形态的变化使得共青团组织形态已经越来越不适应新的发展要求，然而，高校共青团发展的政治逻辑与共青团权责差异都要求共青团组织形态创新必须得到党组织的认同和支持，这就意味着支持和推动共青团组织形态创新成为了新时期高校党建带团建的工作重点，从而也预示着高校党建带团建将由以保证团组织正常工作落实为内容的保障型阶段，向以支持和推动共青团组织形态创新为内容的创新型阶段发展。

The Communist Youth League Construction mobilized by Party Construction is an institutionalarrangement of Party-League relationship at grass-roots level since the establishment of market economy system.Based on the functions in different areas and different periods， League Construction mobilized by PartyConstruction could be divided into three types: relief type， protection type and innovative type. According to itspolitical role， organizational nature and member characteristics， League Construction of colleges and universitiesstill belongs to the protection type on the whole. With the deepening of university's internal reforms and thechanges in the life pattern of college student groups， the organizational pattern of Communist Youth League hasbecome increasingly unadapted to the latest trends. However， the political logic of the League development and thedifference between rights and responsibilities of the League both require that the innovation of League'sorganizational pattern be identified and supported by the Party organizations， which indicates that LeagueConstruction mobilized by Party Construction in colleges would develop from the stage of protection type thatensures the implementation of routine tasks of the League organizations， to the stage of innovation type thatsupports and promotes the innovation of League's organizational pattern.
