目前，缺乏适用和高质量的学习资源已成为掣肘电子书包发展的主要问题。文章剖析了电子书包学习资源在信息集成、资源拓展、知识聚合及易用性设计等方面的创新要求，构建了包含客户端资源系统、教辅资源系统、虚拟学具系统和云出版+云服务系统在内的电子书包学习资源体系，并对电子书包学习资源建设中面临的产业分工机制创建、社会研发力量整合、资源评估体制重构、产业标准研究、资源开发模式革新等关键问题进行了初步探索。

The lack of suitable and high quality learning resources has become a constraint on the development of electronic schoolbag for now. The paper firstly analyzes the innovative requirements for the e-beg learning resources focusing on information integration， resources development， knowledge aggregation and accessibility design. Then it constructs the e-beg resource system which includes the client resource system， the assistant-teaching resource system， the virtual learning-tools system and “cloud publishing”+ “cloud service” system. Finally， it explores the five key problems the e-beg learning resource development facing with， such as the division mechanism construction， the development team integration， the assessment system rebuilding， the industry standards research and the development mode innovation.
