Sharing the High Quality Educational Resources : the Fusion of Principle %2C Situation and Tactics

促进教育均衡发展的关键在于实现教育资源，特别是优质教育资源的均衡。我国在推进优质教育资源共享过程中取得了一些好的经验，但也存在一定的问题。本文借用中国传统文化中道、势、术的内涵及其关系来分析在优质教育资源共享实践中存在的问题，并提出要提高优质教育资源共享的有效性，最重要的是实现道、势、术的融合。

The key of promoting the balanced development of education is to realize the balance of the educational resources， and specially the high quality educational resources. We have gained some good experience in recent years， but there still have some questions. The article analysis the meaning of principle， situation and tactics and their relationship in traditional culture of China， and makes use of which to analysis the problems existing the practice of sharing the high quality educational resources， and putting forward that if have the validity improved， the most important thing is to realize the fusion of principle， situation and tactics.
