英文摘要 | Universities need autonomy,but university presidents,as organizational leaders,take no action to fight for more autonomy.This is the university autonomy paradox.Explaining this widespread paradox has significant theoretical and practical implications.The practice logic of the paradox lies in several important factors:power constraints,resource dependence,and public choice.China does not lack highly qualified educators;what is lacking is the institutional structure and environment beneficial to the development of the educators.It is important to the development of higher education that we transform the way resources are allocated,and the relationship between power constraints and the policy-making system. |
