Based on these elements, the writer designed the following model for constructing an open university. The construction of an open university should be guided by clear and distinct running concepts, motivated by common expectations, secured by complete and reasonable managing systems and controlled by standard and practical behaviors, led by the pursuit of a high-graded campus culture and outstanding teaching academics and qualified by excellent resources.
