美国奥巴马政府2020 年高等教育发展目标为：2020 年美国要再度成为世界上大学人口比率最高的国家。政府为此制定了一系列实现该目标的具体路径：降低高中辍学率，提高毕业率和促进大学入学率；为社区学院量身打造美国毕业计划；为大学生提供相应的经济保障等。但从近几年的发展情况来看，这一政策却存在着目标是否可行、经济乏力和实施路径不明晰等问题与困境。

The Obama administration's 2020 goal in higher education is that by 2020，America will once again have the highest proportion of college graduates in the world. It has formulated a series of paths to achieve it， including reducing the dropouts and improving the graduation rate in high schools and promoting the university enrollment，designing the America graduation initiative for Community Colleges，providing financial aid to students in higher education. But there are some challenges from the development in recent years，such as the feasibility of the goal，the weakness in economy and the unclear paths and so on.
