What Every Child Should Learn：A Reflection on LMTF No. 1 Report

2013 年2 月联合国教科文组织和美国著名智库机构布鲁金斯学会联合发布了“学习指标专项任务”（LMTF）的1号研究报告———《向普及学习迈进———每个孩子应该学什么》该研究从身体健康、社会情绪、文化艺术、文字沟通、学习方法与认知、数字与数学、科学与技术这七个维度，建构了基础教育阶段学生应该达成的学习目标体系。该体系特别突出了基础教育阶段学生思维能力和工作方式的培养，非常重视学生社会性能的发展，强调知识与实践的紧密结合，重视信息技术能力的培养，凸显了性教育的社会内涵，并根据不同年龄段学生发展的特征明确了不同的学习重点，对我国未来基础教育的发展有重要的启发。

In February 2013，UNESCO and the Brookings Institution，a famous think-tank of the United States，jointly released the No. 1 Report of Learning of Metrics Task Force-Towards Universal Learning：What Every Child Should Learn. This report identifies seven areas in which learning are important globally and explains each area from ISCED 0 to ISCED 2. These seven areas are physical well-being，social and emotional，culture and the arts，literacy and communication，learning approaches and cognition，numeracy and mathematics and science and technology. This report particularly highlights way of thinking，attaches great importance to students' social and emotional development，emphasizes the close integration between knowledge and practice，pays attention to the training of ICT ability，enriches the social value in sexual education，and identifies different learning focuses at different stages. It has a great implication for basic education development in China.
