Localization of English Public Speaking (EPS) at universities in China: Nature of the course and teaching approach

“英语演讲”课从美国引入中国高校，自2005 年起在全国推广，广受关注，发展迅速。然教学实践显示：其本土化改造迫在眉睫；其中一个基本问题是，其课程性质及相应的教学观含糊不清。本文旨在通过回应这一基本问题，探讨该课程在中国本土化改造的基本框架，认为“英语演讲”课在中国仍是一门英语语言课程，教学应采取“输出驱动、整合教学”的基本教学观，同时强调写作教学以及融入其中的逻辑思维培养。本文还论述了这一操作简便的教学方法的意义所在：一方面解决了中国教学中的实际问题；一方面实现了“公众演讲”的多重教学目标。

Public Speaking (PS), introduced from the US and promoted as a university curriculum—English Public Speaking (EPS) since 2005, has gained a nationwide recognition. However, the teaching practice calls for an urgent localization, owing to among others the confusion of the nature of course and consequently of its basic teaching approach. The present paper takes a panorama view and attempts an exploration into the framework of the localization of EPS at Chinese universities. It puts forward two proposals: First, EPS should be delivered as an EFL course; and second, an output-driven integrated teaching approach should be adopted, in which the role of writing is highlighted. All in all, the paper details how the simplicity of a plausible teaching approach effectively covers China's situation while taking into account the rich implications of a Public Speaking (PS) course in general.
