非政府组织与农村英语教师的发展：以香港“苗圃行动”临沧项目为例

Non-governmental organization and rural English teacher development: A case study of Sowers Action Project in Lincang

作为中国香港的一个非政府组织，“苗圃行动”已经在中国西部地区进行了长达20 多年的助学行动。本文着重介绍2012 年“苗圃行动”同云南师范大学外国语学院合作在云南临沧市永德县实施的英语教师培训项目，重点探讨以下几个问题：非政府组织参与农村地区外语教师培训的可行性、特点和效果；农村英语教师专业发展存在的问题；非政府组织和当地高校合作伙伴关系面临的前景和挑战。

Since the 1980s Non-governmental Organizations (NGOs) at various levels have taken active part in promoting the basic education in China in different ways such as providing funds for school buildings and school libraries. Later, NGOs started to collaborate with the local government and tertiary institutions to train teachers through partnership program. As an NGO based in Hong Kong, Sowers Action (SA) has engaged in educational development in western China over 20 years. Drawing on a case study of junior English teacher training program in Yongde County in Yunnan, this paper aims to introduce the SA English teacher training program in Yongde and discuss three aspects: (1) the feasibility, characteristics and effect of SA-YNU (Sowers Action—Yunnan Normal University) partnership in teacher development; (2) problems of rural English teacher development; (3) the challenges and prospect of SA-YNU partnership.
