Tertiary Education Expenditures and Outcomes: An Intricate Relationship

Quantifying and understanding the relationship between tertiary education spending and outcomes is critical for decision makers. Yet, it is a complex task, highly contingent upon the definition and the measures of both terms of the equation. Capturing the nature and assessing the value of the outcome of tertiary education systems is especially difficult. Taking an international comparative perspective, this paper identifies trends and patterns in this relationship at a macro level. After a brief introduction, it describes the methodology used and then presents the results and their interpretation. A final section draws some lessons from the analysis.
