Government funding is becoming more and more difficult to support the development of higher education as its rapid rise in enrollment rate and cost. Almost all countries are seeking non-governmental funds to share the cost of higher education, thus costsharing has become a worldwide trend in the field of higher education. However, higher education finance is extremely complex, and a series of questions related to the cost-sharing policy still need to be clarified, such as the proportion that students and families sharing the cost, tuition fees, and student loan issues. This paper discussed 10 propositions about the above issues, which attempt to point out and remove some widespread misunderstandings that exist in the fiscal policy of higher education.
