The function and reference effect of the president association of Russian Institutions of Higher Education

俄罗斯大学校长联盟作为政府支持的非官方的教育组织，组建于苏联解体后俄罗斯作为独立国家的初期，其功能是积极参与俄罗斯的高等教育管理，在教育政策和法律的制定、高等教育稳定和均衡发展方面起着举足轻重的作用。本文通过对其发展和在不同时期所发挥的重要作用进行梳理，揭示在国家统一管理高等教育的模式中，特别是在社会发生重大变革的时期像大学校长联盟这样的社会组织的重要性。

The President Association of Rus sian Institutions of Higher Education is the un-official educational organization, which is supported by the state government. It was founded during the period after the disintegration of Soviet Union and the preliminary period of Russia as an independent country. It has actively taken part in the management of higher education in Russia and played a vital role in the stipulation of educational laws and policies, and the stable and balanced development of higher education. In this paper, the roles the association has played at various stages of development and periods was analyzed, from which, one can see its importance in the nationalized education model of higher education management, especially during a period of social upheaval.
