中国台湾地区建设世界一流大学之政策分析

Policy Analysis of Establishing the World-Class University in Taiwan

20世纪80年代后，世界许多国家与地区的高等教育政策由数量扩充转变为学术卓越，导致许多亚洲国家与地区先后制定了建设世界一流大学的政策。本文通过分析“发展国际一流大学及顶尖研究中心计划”及“迈向顶尖大学计划”两个核心计划，探讨中国台湾地区建设世界一流大学政策的建设目标与任务，审核标准与指标及经费分配等关键要素，最后提出结论。

After 1980s, the nations and areas all over the world transformed the focus of higher education policies from the expansion of quantity to the achievement of academic excellence. This trend caused many Asian nations and areas set up the education policies of establishing the World-Class University, so did Taiwan. This study analyzes the two education policies of Taiwan, that is, “The Aiming for the Top University and Elite Research Center Development Plan”and “The Aiming for the Top University Project”to explore the goals and missions，requirements and criterions and distributive funds . Finally, this study concludes from the analyses.
