中文摘要 | 當學費標準超出家庭經濟負擔能力時,將使弱勢家庭子女因負擔不起學費而被迫放棄接受高等教育的機會,故大學學費政策在許多國家都是備受爭議的問題。惟「經濟合作暨發展組織」(OECD)2012年的調查報告卻指出,大學高收費標準並不必然會帶來低入學率的結果,其關鍵因素在於政府所提供之助學措施是否足夠且完善。 為舒緩國內近10年來因學費議題所帶來的紛擾,了解主要國家作法應為可行之道。爰此,本文藉由對相關文獻之回顧與檢視,首先說明主要國家之「學費/補助」模式,並以美國為例提出兩點反思,其後根據OECD分類標準,嘗試對我國「學費/補助」模式進行歸類,同時檢視國內弱勢學生之高等教育機會。根據研究發現,我國雖不能算是高學費國家,但由於對學生的教育補助措施仍然不足,導致經濟弱勢家庭教育支出之負擔相對沉重,影響其子女接受高等教育的機會。 |
英文摘要 | The result of raising tuition fees brought broad arguments in many countries because students from middle and lower income families cannot afford the raising fees from their universities and are forced to give up their studies at higher education level. Nevertheless, according to Organisation for Economic Cooperation and Development (OECD)’s 2012 survey report, high tuition fees are not necessarily a deterrent to disadvantaged students in deciding whether to attend university, so long as widely available student-support systems are also in place. In Taiwan, raising university’s tuition fee also catches the public’s eyes mainly. Therefore, this research is to collect advanced countries’ university tuition policies and supporting strategies for their disadvantaged students through literature review. The finding from this research is expected to provide Taiwanese government further references regarding the possible strategies for altering and improving educational opportunity locally. |
