Prompting Teacher’s Professional Developments: Reviews and Innovation Directions of Teacher License Renewal System in Japan
Implementing teacher license renewal system to maintain teachers ’professional standards by letting teacher to participate renewal activities to a certain cycle is a policy that can promote the professional development and to raise qualification for teachers. The United States of America and Japan are presently the two countries that own this system. However, the license renewal system in Japan which set forth since 2009, were under questions as its lacking of proprieties among planning process, motivations of initiation and contents of system designs and lead to difficulties on implementation, that had prompted the Central Council for Education in Japan to submit its reports to preparing reform the certain total teacher cultivation system including teacher licensing and license renewal systems. Based on the viewpoint for promoting teachers’ professional development, the purpose of this article aims to explore the innovations of teacher cultivation programs and their challenges in Japan that might possibly happen by analyzing the contents and disputes of the teacher license renewal system. In the last, this article would like to provide some recommendations to Taiwan authorities while planning related policies.
