评印度2020年教育愿景中的宏伟目标

On the Great Targets in "Education: Vision 2020" in India

印度国家计划委员会建立的专家委员会通过分析研究发表的"2020年教育愿景"报告认为，印度将在2020年成为发达国家，要求教育领域的活动服务于这个目标。报告中既有印度2020年教育愿景的具体目标，又有对教育领域各方面发展情况的预测，还对实现教育愿景的工作重点与具体策略进行了论述。但是，笔者认为，由于专家委员会对印度教育发展速度的预期严重脱离实际，所以，在此基础上提出的印度2020年教育愿景目标也难以实现。

The Report of "Vision 2020, India" formulated by the Experts Commission set up by the Planning Commission of India believes that India will become a developed country by 2020 and all activities in educational field should be carried out to serve this mission. The Report brings out concrete targets of educational vision in India by 2020, forecasts the development of various aspects in education and elaborates some priorities and strategies for achieving the educational vision. However, since the Experts Commission's estimation is far fromthe actual situation in India, the targets based on this estimation will not be realized as planned.
