博洛尼亚进程（the Bologna Process）启动十余年以来，欧洲各国加强了对高等教育质量保障机构的建设，新建或重组了一大批高等教育质量保障机构，重新确定了高等教育质量保障机构与政府、高校及社会的关系，高等教育质量保障机构的独立性不断增强。

A large number of quality assurance agencies in higher education have been flourished since the beginning of the Bologna Process in the past decade, and the independency of the quality assurance agencies in higher education has been strengthened. The relationships between quality assurance agencies in higher education and governments, higher education institutions and communities were redefined.
