中文摘要 | 本研究将美国公立高校治理模式分为统一治理、分类治理、市场模式和干预模式等4种类型,并通过各种治理模式及其组合与《美国新闻与世界报道》全国性大学排行榜中公立大学排名对应关系的统计分析,论证了两者的相关性,得出"分类治理+市场模式+干预模式"是确保一个地区的公立高等教育体系实现平均质量和优异双赢的最佳治理模式组合等结论,提出我国应按照办学定位和目标的不同对地方高校进行分类治理等改革建议。 |
英文摘要 | The author divides the governance models of American public higher education institutions into four patterns, i.e. consolidated governance, classified governance, market-oriented type and interventionoriented type, analyzing statistically the relevance between these governance patterns, their different combination models and the ranking of national universities and top public universities published by US News and World Report in 2012. The paper concludes that "classified governance + market-oriented + intervention-oriented" is the best combination pattern assuring a region to achieve average quality and excellence of public higher education system. Based on these results, the author raises some suggestions including implementing classification strategy to govern the local public HEIs in our country. |
