日本留学生扩招政策与高等教育国际化进程

Japanese Enrollment Expansion Policies of International Students and Its Development of Internationalization of Higher Education

1983年日本“21世纪留学生政策委员会”（COSP）发布《关于21 世纪留学生政策的建议》报告，强调日本扩大留学生教育规模的重要意义，提出到21世纪“招收10万留学生计划”。该计划经过20余年的实施成效明显，到2008年日本政府又推出“招收30万留学生计划”，这一系列政策不仅促进了日本高等教育国际化的进程，也对日本的经济发展起到了一定的促进作用。

In 1983, Japanese "21st Century International Student Policy Committee " （COSP）issued the report of Suggestions on the Policies for International Students in the 21st Century, which emphasized the importance of enlarging the scale of international students in Japan and proposed the plan of "enrolling one hundred thousand international students" till the 21st century. Noticeable results have been achieved after the implementation of the plan over 20 years. In 2008, Japanese government once again put forward the plan of "enrolling three hundred thousand international students". This series of policies not only promote the internationalization of Japanese higher education, but also play an important role in the development of Japanese economy.
