教育国际合作项目课程开发的运作机制探析——以波兰民主公民教育项目（EDCP)为例

An Analysis on the Operation Mechanism of Curriculum Development of Educational Projects by International Collaborations -----A Case Study on Education for Democratic Citizenship in Poland

本文以波兰民主教育项目（EDCP)为例，探讨了教育国际合作项目课程开发的运作机制：在资金和人力资源等方面提供有效支持；在课程开发之前达成理论共识并以此为引导；各方力量民主合作发挥效应；对新课程进行实地测试和推广。这一机制跨越了文化障碍，可为其他环境或不同门类的课程开发提供适用模型。

In this paper，the author takes EDCP as a study case， and probes into the operation mechanism: (1) providing effective supports of finance and human powers; (2) before curriculum development，it needs to arrives consensuses of theories and makes it as guidance;(3) different parts collaborate democratically and play to the effect; (4) testing and spreading the new curriculum. This mechanism stej5s over cultural barriers， and provides applicable model for other types or in other environments on curriculum development.
