中、印代课教师现象的国际比较及反思

International Comparison and Reflection of Para Teachers between China and India

中国和印度都在（或曾）大量使用代课教师，虽然两国代课教师的基本情况不尽相同，但使用代课教师的原因却基本趋同，然而两国对代课教师现象却采取不同的规划解决策略。分析中、印两国各自的国情和义务教育发展现状，反思代课教师现象继续存在的必然性，检讨义务教育学校二元使用师资的负面社会影响，有利于构建人性化和理性化的代课教师管理机制。

China and India both use (or have used) large amount of para teachers, though some differences of the basic conditions exist between them. The main reasons of using para teachers are similar, yet the two countries have used different strategies to handle the issue of para teachers. By analyzing basic national conditions and the present situation of the compulsory education between China and India, and by reflecting the necessity of para teachers' continuous existence, this paper reviews the negative influence of binary teacher system in the compulsory education schools, and gives some humanistic and rational suggestions for establishing scientific management mechanism of para teachers.
