中文摘要 | 在以技术、资金、贸易、知识和人员不断跨境流动为特征的全球化时代,高等教育国际化的新发展,尤其是新的高等教育提供者、提供方式和跨境教育活动的大量涌现,造成了很多新的问题与挑战。其中,质量保证和文凭互认便是国际范围内日益受到关注的重要问题。现实表明,处理这样一种全球性问题需要由一个公认的多边机构主导并在制定国际议程中发挥建设性的作用,而联合国教科文组织(UNESCO)无疑是最合适的治理机构。UNESCO通过其标准制定、能力建设和信息交流等方面的职能,承担起质量保证和文凭互认的全球治理使命,并取得一些积极的成效。但UNESCO对高等教育国际化的全球治理仍存在很多问题,需要从多方面加以改进和完善。 |
英文摘要 | In a globalized age characterized of the increasing flow of technology, finance, trade, knowledge and people across borders, the new development of internationalization of higher education, especially the new types of providers, new delivery modes, new cross-border initiatives, new levels of student mobility, and new opportunities for trade in higher education under this trend, spell more confusion and bring about more challenges. Quality assurance and recognition of qualifications is one of the crucial issues requiring attention worldwide. Dealing with such a global issue, only a respected multilateral agency can be expected to lead the way and play a vital role in designing the architecture of this world agenda. UNESCO is just the leading actor. Through its functions in standard-setting, capacity-building and information sharing, UNESCO's global governance in quality assurance and recognition of qualifications is on the way and has achieved some positive outcomes, however, this process still needs to be improved and developed in many ways. |
