创建地方开放大学面临的深层次问题及对策建议——以云南开放大学的创建为例

Deep-rooted Problems and Solutions in the Establishment of Regional Open Universities:A Case Study of Yunnan Open University

地方开放大学在创建过程中会面临依法办学、办学自主权落实、办学体系建设、学习成果认证转换、教育资源整合以及经费保障等一系列深层次问题。针对这些问题，本文以云南开放大学的创建为例，对开放大学的内涵、目标、定位、建设模式、管理体制等提出了一些建议。

The establishment of regional open universities in China faces a set of deep-rooted problems, such as the lack of legal regularities, the implementation of autonomy in institutional operation, the construction of independent operational systems, the transfer and recognition of learning outcomes ( credits), the integration of educational resources, stability of funding, and some of the negative effects from former TV Universities. To address these problems, the author conducted a case study of Yunnan Open University and proposed solutions in the definition of Open University, its objectives, positioning in the current educational system, and its construction. Construction models and management systems are also discussed.
