Construction of Modern Credit Bank System

学分银行(Credit Bank)是一种模拟或借鉴银行储蓄功能及特点，以使学生能够自由选择学习内容、自主决定学习时间、自愿选择学习地点的教育管理模式。"学分银行"制度的创建，不仅代表着未来教育改革与发展的方向，同时也是创建学习型社会和架构终身教育"立交桥"的有效措施。本文通过对终身教育视野下学分银行制度内涵与特点的分析、学分银行运行规则与机制的探究、学分银行认证机构及建设的意义与目的的研究等，为我国远程教育的发展、上海开放大学的建设以及终身教育体系的构建提供有益的建议与对策。

This study analyzes the connotation and characteristics of the credit bank system's construction, investigates the rules and mechanism of credit bank's operation, and explores the meaning and purpose of the certification organization for credit bank and its establishment. As a result of further research, the study reveals that the establishment of the credit bank system is an effective way to build learning society and life-long educational structure. In conclusion, this article provides several useful proposals and countermeasures to the development of distance education, the establishment of open university in Shanghai and the construction of the lifelong education system.
